Ah , yes , I like that idea. Then they would probably limit themselves mostly to drone / robot whacking.

Like smart bombs aren’t ‘spent’ on civilian targets? It’s always an erroneous mishap.
Or: nobody’s expanding germ warfare? Advancing ever more lethal poison gas? As well as fostering evermore innovative chemical weapons.
Oh and mass rapes, ethnic cleansing… suicide bombers, torture, cluster munitions, child soldiers…

The laws of war, need to be kicked up a notch.

Perhaps lifted to: on pain of horrific protracted seemingly indefinite, unbelievably shocking torture; look we could tell you what was going to happen here, but the sheer implausibility, as well as the obviously disturbing nature shouldn’t really be mentioned, in polite company at least, mandates?

Handy, from a menu maybe? Choose from an international range of army personnel!

What like Deep rinse? Prewash? Spin-dry? Delayed execution?

All I say is they’d better have an effective child lock on those things, or they might be dangerous.
Outside Context Problem (OCP), the kind of problem "most civilisations would encounter just once, and which they tended to encounter rather in the same way a sentence encountered a full stop."

Well , precisely that's why the 3 robotic laws should be enacted :
A robot may not injure a human being or, through inaction, allow a human being to come to harm.
A robot must obey the orders given to it by human beings, except where such orders would conflict with the First Law.
A robot must protect its own existence as long as such protection does not conflict with the First or Second Laws.

Of course these laws aren't conflict free:
Say an alied human is pointing an AK47 to a hapless civilian family who is shivering in terror.
What would the drone do ? Kill the guy with the rifle ? Knock him unconscious ?

Two guy are pointing guns at each other.
The obvious solution would be to know unconsious both guys which might not be possible. What to do then ? Step in the middle of both man to cover each other seems the only possible solution to the quandary .

Combining humans and "robots ruled by the 3 laws" would be similar to having a pacifist zealot in the middle of the battle :
"Say ... you humans please stay put and don't harm each other so we can proceed with our robotic battle without distractions. Yes? ...Once we're done you can continue doing what you do best which given the setting is whacking each others arses".

    Who is 'we'?

The correct use of weapons is to turn them on those who profit on their making and use.

That’s the ticket, take the profit out of conflict and we’ll see, a kind of hush all over the world…

Beautiful but on a battlefield absolutely no practical use whatsoever.

Yes , sure ... thats why I also wrote :
